Billy is a professional engineer with numerous years of experience. His attention to detail, and previous quality control and systems/programs creation experience are why he was selected for this position within Matthews | DCCM. Billy takes responsibility for the review of all engineering and design work. His experience includes all aspects of civil site design, regulatory permitting processes, stormwater modeling, and recreational facility design. Billy has specialized skills in wetland and nutrient load modeling and stormwater master planning. He has engineered a variety of projects including educational facilities, residential and commercial projects, highways, beach nourishment, mitigation bank creation, FEMA Hazard Mitigation Grant Program (HMGP) and CDBG projects, and stormwater master plans for several large municipalities.
