Chris Buttermore, PE

Matthews | DCCM

Transportation Lead
Chris brings extensive design experience on both public and private sector civil engineering projects. He has worked on a wide variety of roadway design projects for a number of clients, primarily FDOT and municipalities. Chris’ experience includes working as a project manager, roadway engineer, MOT engineer, and S&PM engineer on many FDOT, county, and city projects.

Tyler Smith, PE

Matthews | DCCM

Senior Project Manager
Tyler has specialized in designing roadway and transportation systems which have included widening, resurfacing, interchanges, intersections, signing and pavement markings, and ADA compliant sidewalks. Tyler developed indispensable engineering knowledge while working on projects ranging from small driveway projects to large design-build interchange projects.

Darrin Willer, PE

Executive Vice President, National Transportation Business Line Leader
Darrin has 31 years of leading and growing engineering and planning teams and guiding transportation programs from corridor planning studies through final design. Specialties: Highway/toll road planning & design, complex environmental documents, Program Management/GEC/PMC, drainage design, contracting & negotiations, client relations & business development.

Tom Creasey, PE, PhD

ATG | DCCM

National Traffic Practice Lead
Tom has 40 years experience in transportation, including more than 30 years in the consulting industry. He has extensive experience in the areas of traffic simulation, highway capacity analyses, traffic forecasting and highway safety. He has been a project manager on transportation engineering and planning projects (in numerous states, including Florida), research principal investigator, and university professor. Tom also is the past Chair of the TRB Highway Capacity and Quality of Service Committee, which oversees the Highway Capacity Manual.

Troy Woodruff

RQAW | DCCM

President
While formerly serving as Chief of Staff, COO, and Vincennes District Director for INDOT, Troy held INDOT leadership positions with both Governor Daniels' and Governor Pence's administrations. He was responsible for operations of the Major Moves Program that generated more than $2B in new projects across the state in a compressed time-frame, including the new I-69, Hoosier Heartland, and Fort to Port among numerous other projects. Troy directed the local program that dedicated 28% of INDOT's federal money to the metropolitan planning organizations and rural communities, ensuring the money was spent and that all projects stayed on time and on budget.

Lisa Casler, PE

RQAW | DCCM

Division Director of Transportation
Lisa has served as Lead Road Design Engineer and Project Manager for numerous INDOT roadway improvement projects. Throughout her career, Lisa has provided INDOT design and project management for over 25 years, delivered more than $250M of design projects to INDOT, provided INDOT design review services for more than 18 years, designed multiple interstate Maintenance-of-Traffic plans focused on safety for all. She also recently served on the INDOT Work Zone Safety Committe.

Qualifications and Certifications

Matthews | DCCM is licensed to perform professional engineering and landscape architecture in the State of Florida and is certified with the Florida Department of State. We are also licensed to perform work in Georgia and South Carolina for both engineering and landscape architecture.
