Port Buena Vista

Port Buena Vista East Palatka, Florida Matthews | DCCM provided engineering services for the lift station design at the end of Margarita Road in the Port Buena Vista (PBV) development in East Palatka. Our team successfully decommissioned the PBV Waste Water Treatment Facility and designed and permitted the force main connecting the new lift station to the existing county- owned facility, which spanned State Road 207 and various county roads. Aligned with the FEMA HMGP application process, our scope included surveying, design, construction plans, permitting with the Florida Department of Environmental Protection (FDEP) and the Florida Department of Transportation (FDOT), active participation in meetings, and vigilant oversight during construction. Our team collaborated with Jackson Geotechnical Engineering for Geotechnical Engineering. Together, we conducted a geotechnical exploration at the proposed lift station location, analyzing subsurface conditions through field exploration and laboratory tests. The results, conveyed in a detailed report, were integrated into the final construction documents.

This 52-bedroom campus consists of two types of apartments. The units encompass a wide range of spaces that are tailored to the needs of the individual ranging from efficiency apartments to dormitory-style rooms. The campus is designed to bridge the difference in ages and to bring harmony from different generations by coming together and helping each other. From a single mother with an infant to a grandmother who is advanced in age, the spaces are designed in such a way to foster multi-generational relationships while still maintaining an independent living status.

St. Johns Marketplace: Marketplace Drive & Resort Way St. Augustine, Florida St. Johns Marketplace, located off SR 207 in St. Augustine, has experienced substantial changes to both the infrastructure and development. We are proud to have contributed our expertise in master infrastructure design and permitting to facilitate the division and development of the entire marketplace property into individual parcels. Our comprehensive services encompassed the establishment of a robust backbone roadway system, featuring two main roadways: Marketplace Drive and Resort Way. Marketplace Drive spans an impressive length of approximately 4,000 feet, running parallel to I-95. This road was meticulously designed to accommodate traffic needs, initially configured as a 4-lane divided urban section tapering into a 2-lane urban section. To enhance safety and accessibility, both sections of Marketplace Drive are equipped with curb and gutter infrastructure, while a dedicated multi-use path has been incorporated to accommodate pedestrians and cyclists. Stretching over approximately 2,000 feet, Resort Way complements the overall transportation network within the development. Primarily designed as a 2-lane urban section, Resort Way seamlessly connects to the RV Resort/Campground, while also extending the convenience of the multi-use path to its users. With the successful completion of Marketplace Drive and Resort Way, our team addressed the immediate transportation needs for the development, which also establishing a framework for sustainable growth. These roads serve as essential roadway, facilitating seamless access to a multitude of commercial ventures and attracting a diverse range of businesses.

Extensive groundwork, including due diligence, conceptual site planning, surveying, and architectural renderings, has laid the foundation for this ambitious project. Currently, we are advancing through the permitting process and concurrently refining comprehensive architectural designs, complementing finalized rezoning and construction plans. This meticulous approach ensures that the Marine Center will undergo essential infrastructure upgrades, berth expansions, and the introduction of cutting-edge amenities, all aimed at enriching functionality and customer experience. Distinct from conventional industrial boat storage environments, the design ethos of the marina expansion is centered around community engagement. From a café-style restaurant to storefront shopping areas, the expanded facility seeks to reinvigorate neighboring communities and foster a vibrant waterfront atmosphere. Dutch Bros Coffee St. Augustine, Florida Dutch Bros Coffee, the national chain of drive-thru kiosks, is expanding with its first proposed location in North Florida in St. Johns County. Dutch Bros is known for their exceptionally friendly service and variety of drinks including flavored coffees, smoothies, teas, and energy drinks. Matthews | DCCM is providing due diligence, construction plans preparation, landscape design, irrigation design, permitting, and construction administration. Matthews | DCCM prepared a Site Investigation Report for the development of the chain’s 950 square foot, drive through/walk up only coffee shop on US1 N in the Palencia neighborhood of St. Augustine. We identified and coordinated with larger development team on potential issues with the proposed site, building design and signage based on SJC’s Specific Commercial Development Guidelines as well as the Palencia Architectural Review Board (ARB) and Palencia Unified Signage Plan (USP) requirements. Following the success of this project, Matthews | DCCM continues to assist Dutch Bros. at identifying potential locations for its expansion throughout NE Florida.

Belle Terre Estates

Belle Terre Estates Palm Coast, Florida Matthews | DCCM is leading the engineering efforts for the Belle Terre Estates Project in Palm Coast, Florida, focusing on civil design and permitting for a 275-unit Townhome Complex across a 40.0-acre site. Collaborating closely with the client and the City of Palm Coast, our team is preparing conceptual site plans. These plans encompass land clearing, tree preservation, site grading, stormwater drainage, utility layouts, and paving specifications, including the installation of a private sanitary lift station and three driveway access points. Scope also includes the preparation of permit applications for authorities such as the City of Palm Coast, SJRWMD, and FDEP. Our team is also providing construction administration services to ensure regulatory compliance and project success.

Renaissance Hotel

Renaissance Hotel (San Marco Hotel) St. Augustine, Florida Matthews | DCCM designed the site for the Renaissance Hotel located at the intersection of San Marco Avenue and West Castillo Drive in St. Augustine, Florida. This project included accommodating an 89-room hotel, 159 total parking spaces, and pool on a 1.74-acre site within the City of St. Augustine city limits. To efficiently utilize the project acreage our team prepared construction plans proposing an underground garage to serve hotel guests and employees. Our team coordinated with the City of St. Augustine Historical Architectural Review Board to keep the project in accordance with the Design Standards for Entry Corridors as this site is located at a high-traffic and high-tourism intersection at one of St. Augustine’s entry corridors. The underground parking garage provided the opportunity for the Client to build the hotel as planned on their site while still meeting City guidelines and providing parking to their clientele. This is especially important in the downtown location where parking is limited. Parking is also available to guests of the restaurant and bar.

St. Johns County Fire Station 5 & Sheriff’s South Regional Operations Center

St. Johns County Fire Station 5 & Sheriff’s South Regional Operations Center St. Augustine, Florida Matthews | DCCM provided civil engineering site design for this nearly 23,000 SF Fire Station, including four bay doors with a capacity to hold six fire vehicles. This new building at 3370 US 1 South also houses a new South Regional Operations Center for the St. Johns County Sheriff’s Office in St. Augustine. The facility also has a three-story drill tower and fitness room. This combination of Fire Station and Sheriff’s Office replaces Stations 5 and 11 in south St. Johns County. Scope of work included a site plan depicting site layout, roadways, traffic signal design, buildings, and site improvements, a demolition plan, a utility plan, construction details accompanying the plan sets, and a Stormwater Pollution Prevention Plan (SWPPP). Vilano Beachfront Park Design Vilano Beach, Florida Matthews | DCCM provided comprehensive concept planning, master planning, engineering, and landscape architectural services for Vilano Beachfront Park on Vilano Road in St. Johns County, Florida. The project aimed to seamlessly integrate the preservation of the natural coastal environment with the historic character of the area, creating a unique space for civic engagement and social recreation. Key features of Vilano Beachfront Park include a 1,300-square-foot pavilion that seats up to 190 people, designed to host concerts, educational events, and community gatherings. The pavilion incorporates rotating panels, which can be opened to provide ocean views or closed for events, and is equipped with performance lighting that is directed away from the Vilano Town Center, also considering turtle nesting season regulations. Additional upgrades to Vilano Beachfront Park focus on enhancing accessibility and visitor experience. These include new changing stations, a recreational area featuring a climbing play structure, new outdoor showers, renovated restrooms, and improved parking with restriping for ADA compliance. A mobimat provides accessible beach entry along the northern boundary, while updated dune walkovers, including an ADA-compliant viewing turnaround, allow easy access for all. Vilano Beachfront Park provides the only disability-accessible beach in St. Johns County, with a wheelchair-accessible path to the sandy beach and a wooden ocean-viewing ramp. These enhancements ensure an inclusive coastal experience for all visitors.

Stillwater

Stillwater Residential Development St. Augustine, Florida Matthews | DCCM is providing professional engineering services for the Stillwater development, an age restricted community with 550 single family and multifamily duplex units and an 18-hole golf course with associated amenities and infrastructure. The amenities include an 18,828 SF clubhouse building, a 2,109 SF aquatics building with associated pool, a 600 SF driving range concession and restroom building with associated driving range bays, and a 9,098 SF maintenance facility. Additional recreational amenities include a 2.5 acre driving range, two full size tennis courts, two full size pickle ball courts, a bocce ball court and special event lawn space. Our team coordinated the design and permitting with SJC, WMD, JEA, FDEP and ACOE. Our team  is also responsible for certifications of the completed construction which requires routine site visits throughout construction and conducting an as-built review along with review of all testing documents.
