St. Johns Marketplace: Marketplace Drive & Resort Way St. Augustine, Florida St. Johns Marketplace, located off SR 207 in St. Augustine, has experienced substantial changes to both the infrastructure and development. We are proud to have contributed our expertise in master infrastructure design and permitting to facilitate the division and development of the entire marketplace property into individual parcels. Our comprehensive services encompassed the establishment of a robust backbone roadway system, featuring two main roadways: Marketplace Drive and Resort Way. Marketplace Drive spans an impressive length of approximately 4,000 feet, running parallel to I-95. This road was meticulously designed to accommodate traffic needs, initially configured as a 4-lane divided urban section tapering into a 2-lane urban section. To enhance safety and accessibility, both sections of Marketplace Drive are equipped with curb and gutter infrastructure, while a dedicated multi-use path has been incorporated to accommodate pedestrians and cyclists. Stretching over approximately 2,000 feet, Resort Way complements the overall transportation network within the development. Primarily designed as a 2-lane urban section, Resort Way seamlessly connects to the RV Resort/Campground, while also extending the convenience of the multi-use path to its users. With the successful completion of Marketplace Drive and Resort Way, our team addressed the immediate transportation needs for the development, which also establishing a framework for sustainable growth. These roads serve as essential roadway, facilitating seamless access to a multitude of commercial ventures and attracting a diverse range of businesses.

Dutch Bros Coffee

Dutch Bros Coffee St. Augustine, Florida Dutch Bros Coffee, the national chain of drive-thru kiosks, is expanding with its first proposed location in North Florida in St. Johns County. Dutch Bros is known for their exceptionally friendly service and variety of drinks including flavored coffees, smoothies, teas, and energy drinks. Matthews | DCCM is providing due diligence, construction plans preparation, landscape design, irrigation design, permitting, and construction administration. Matthews | DCCM prepared a Site Investigation Report for the development of the chain’s 950 square foot, drive through/walk up only coffee shop on US1 N in the Palencia neighborhood of St. Augustine. We identified and coordinated with larger development team on potential issues with the proposed site, building design and signage based on SJC’s Specific Commercial Development Guidelines as well as the Palencia Architectural Review Board (ARB) and Palencia Unified Signage Plan (USP) requirements. Following the success of this project, Matthews | DCCM continues to assist Dutch Bros. at identifying potential locations for its expansion throughout NE Florida.

St. Johns River Ferry Improvements

JTA St. Johns Ferry Improvements Jacksonville, Florida Matthews | DCCM joined PQH Group to provide services for the federally funded project for landside and waterside infrastructure improvements to the St. Johns River Ferry. Our team provided landscape architectural services for the improvements. In addition to designing the landscape and irrigation, our team also provided tree mitigation plans to show compliance for removing existing trees. The designs had to meet both the JTA requirements and the City of Jacksonville (COJ) code requirements. During the design process, our team was responsible for updating plans as changes were necessary to the roads, walkways, and ponds.

Vilano Beachfront Park Design

Vilano Beachfront Park Design Vilano Beach, Florida Matthews | DCCM provided comprehensive concept planning, master planning, engineering, and landscape architectural services for Vilano Beachfront Park on Vilano Road in St. Johns County, Florida. The project aimed to seamlessly integrate the preservation of the natural coastal environment with the historic character of the area, creating a unique space for civic engagement and social recreation. Key features of Vilano Beachfront Park include a 1,300-square-foot pavilion that seats up to 190 people, designed to host concerts, educational events, and community gatherings. The pavilion incorporates rotating panels, which can be opened to provide ocean views or closed for events, and is equipped with performance lighting that is directed away from the Vilano Town Center, also considering turtle nesting season regulations. Additional upgrades to Vilano Beachfront Park focus on enhancing accessibility and visitor experience. These include new changing stations, a recreational area featuring a climbing play structure, new outdoor showers, renovated restrooms, and improved parking with restriping for ADA compliance. A mobimat provides accessible beach entry along the northern boundary, while updated dune walkovers, including an ADA-compliant viewing turnaround, allow easy access for all. Vilano Beachfront Park provides the only disability-accessible beach in St. Johns County, with a wheelchair-accessible path to the sandy beach and a wooden ocean-viewing ramp. These enhancements ensure an inclusive coastal experience for all visitors.

Veterans Parkway

Veterans Parkway Extension and Widening St. Johns, Florida Matthews | DCCM provided professional engineering services associated with the widening and extension of Veterans Parkway. The initial stage of this project involved the widening of an existing portion of Veterans Parkway, from North Durbin Parkway to Longleaf Pine Parkway, a distance of approximately 1.3 miles. Widening was from a two-lane undivided roadway to a four-lane divided highway and included associated drainage improvements and pedestrian/bicycle facility improvements. Our team also provided services for the extension of the roadway. This new roadway extension required setting horizontal alignments and vertical profile geometry controls, which was based on FDOT design manual section 210 Arterials and Collectors. Additionally, the seasonal high ground water level was considered when designing the roadway profile geometry. We engineered the extension of Veterans Parkway from Longleaf Pine Parkway to Stillwater Blvd, approximately 1.1 miles, and provided the County standard typical section for a four-lane divided Major Collector. This phase of the project also included major utility extensions for water, sewer, and reuse, which ultimately provided utility services for the Stillwater community. Currently under construction is the extension from Stillwater Blvd to County Road 210. This portion of the extension is approximately 2 miles and is also a four-lane divided Major Collector. Throughout all phases of this project, proper stormwater conveyance, attenuation, and treatment were provided via a closed pipe system and stormwater management facilities. Placement of proposed utility lines became a challenge to overcome since there was existing utilities/storm infrastructure in the area. Each proposed utility line needed to be carefully checked horizontally and vertically for conflicts and spacing requirements prior to construction.

Stillwater

Stillwater Residential Development St. Augustine, Florida Matthews | DCCM is providing professional engineering services for the Stillwater development, an age restricted community with 550 single family and multifamily duplex units and an 18-hole golf course with associated amenities and infrastructure. The amenities include an 18,828 SF clubhouse building, a 2,109 SF aquatics building with associated pool, a 600 SF driving range concession and restroom building with associated driving range bays, and a 9,098 SF maintenance facility. Additional recreational amenities include a 2.5 acre driving range, two full size tennis courts, two full size pickle ball courts, a bocce ball court and special event lawn space. Our team coordinated the design and permitting with SJC, WMD, JEA, FDEP and ACOE. Our team  is also responsible for certifications of the completed construction which requires routine site visits throughout construction and conducting an as-built review along with review of all testing documents.

Anastasia Mosquito Control District

Anastasia Mosquito Control District​ St. Augustine, Florida Matthews | DCCM provided conceptual site design and full civil engineering for the new Anastasia Mosquito Control District (AMCD) base station. Phase 1 included an office, classroom, building maintenance and chemical storage facilities, and fueling site. Phase 2 included a student housing facility, multiple laboratory facilities, two greenhouses, environmentally controlled poultry facility for rearing disease sentinels, a heliport with associated hangar and fueling facility. After the completion of both phases, Matthews | DCCM was contractedto prepare a concept plan for a new Education Center and Museum, which incorporates the proposed building and amenities into the existing site improvements. Designs were provided for parking, sidewalks and required access to the facility, student housing facility, multiple laboratory facilities, two greenhouses, a heliport, and hangar. Code minimum landscape and irrigation plans ensured easy maintenance. Seating areas and additional enhancements, such as educational plantings, were included to compliment the center’s purpose. Construction administration and permitting services were provided for all phases. Permits were obtained with St. Johns County, SJRWMD, and FDEP.
